Council Targets MEES Compliance in 2023 and Beyond with CSR Sustain

The Challenge

Elmbridge Borough Council wanted to make sure their portfolio of 150 properties would satisfy a series of fast-approaching energy efficiency compliance deadlines.

Facing patchy information about their building stock and EPC statuses, the council contracted CSR Sustain to carry out a full MEES compliance audit. MEES is designed to incentivise energy efficiency improvements in rented non-domestic buildings. Unless a building is exempt, MEES regulations mean:

  • It is now unlawful to let a property with an EPC rating of F or G
  • From April 2023, it will be unlawful to continue letting a property with an F or G rating

Furthermore, an outstanding government consultation indicates that MEES requirements could be tightened in the future. At CSR Sustain, we are forecasting that:

    • From April 2027, the minimum required EPC rating will increase to a C
    • From April 2030, the minimum required EPC rating will increase to a B

Results

As of Summer 2022, Elmbridge Borough Council achieved 96% compliance against the April 2023 MEES deadline. Working with CSR Sustain, the council has developed firm plans and costings to achieve full compliance ahead of the deadline.

We are continuing to work with them to help advise on potential future compliance deadlines in 2027 and 2030.

Our recommendations about priority improvements have been highlighted in future capital and expenditure plans to help the council meet minimum requirements with time to spare, together with potential exemptions which might apply.
